PROBLEM TO BE SOLVED: To provide elasticity and thinning in a porous matrix not having elasticity.;SOLUTION: The composite member is composed by filling fluorine elastomer in a hole of the porous matrix, the liquid fluorine elastomer is heated and pressurized, the heated and pressurized liquid fluorine elastomer is filled in the hole from a surface side of the porous matrix, and the composite member filled with the fluorine elastomer in the porous matrix is manufactured. The fluorine elastomer is filled in the hole of an interior from an outer surface of the porous matrix, and the fluorine elastomer is filled only in the hole of the interior of the porous matrix.
