PSOLUTION: The lithium transition metal complex oxide for lithium-ion secondary battery cathode active material has a content of silicon atom 100-1,000 ppm and a content of fluorine atom 300-900 ppm. In the manufacturing method, a lithium compound, a transition metal compound, a fluorine compound, and a silicon compound are mixed and a material mixture is obtained and then, the material mixture is calcined to obtain the lithium transition metal complex oxide.
