PPROBLEM TO BE SOLVED: To provide a dust occurrence simulation system and a dust occurrence simulation program, which are capable of acquiring prediction information and available for operation management at a later date from half a day to two days. PSOLUTION: The dust occurrence simulation system includes: a numerical weather prediction parameter inputting section 1; an operation parameter inputting section 2 for inputting an operation parameter related to a dust occurrence; a dust amount simulation section 3 for predicting an amount of the dust occurrence from the numerical weather prediction parameter and the operation parameter related to the dust occurrence; an atmospheric advective diffusion simulation section 4 for predicting a dust concentration distribution based on the numerical weather prediction parameter and the amount of the dust occurrence predicted by the dust amount simulation section 3; an output section 5 for outputting the predicted dust concentration distribution; and an output result processing section 6 for presenting an area and a time being predicted in which the output dust concentration becomes equal to or more than a management index.
