PPROBLEM TO BE SOLVED: To provide an underwater repair system realizing a specific constitution capable of performing a repair work by welding a backing plate to a repairing part in an inner wall of a pool even in a narrow spare, and preventing a blowout hole from generating in the welding part, and to provide an underwater repair method using the same. PSOLUTION: The underwater repair system includes: a backing plate supporting device 6 for disposing and supporting the backing plate 4 in the repairing part of the inner wall 2 of the pool; a plug fitting device 7 for fitting a sealing plug 5 to a gas vent hole 4a of the backing plate 4; an underwater welding device 8 for welding the circumferential part of the backing plate 4 in a gas atmosphere, while forming and moving the gas atmosphere so as to cover the local part of the backing plate 4 supported by the backing plate supporting device 6, thereafter welding the circumferential part of the sealing plug 5, while forming the gas atmosphere so as to cover the entire sealing plug 5 fitted to the gas vent hole 4a of the backing plate 4 with the plug fitting device 7; and a control device 10 for remotely operating the backing plate supporting device 6, plug fitting device 7, and underwater welding device 8.
