The present invention relates to a mortar composition of an underwater inseparable type for repairing and reinforcing an underwater concrete structure, and a method of repairing and reinforcing an underwater concrete structure using the same. More specifically, the present invention provides a method of repairing and reinforcing an underwater concrete structure using a mortar composition of an underwater inseparable type, which can maintain repairing and reinforcing effects for a long time as long-term durability and adhesion strength with a concrete structure are improved in repairing and reinforcing an underwater concrete structure and simultaneously, obtain excellent economic feasibility and solve problems of quality degradation and environmental pollution due to material separation since underwater repairing and reinforcing works can be stably completed in a short time. The mortar composition of an underwater inseparable type contains 100 parts by weight of a binder, 100-200 parts by weight of silica sand, 0.5-10 parts by weight of reinforcing fiber, 10-50 parts by weight of a polymer, 0.5-2.0 parts by weight of a shrinkage inhibitor, 3-7 parts by weight of fume silica, 0.1-1.0 parts by weight of an antifoaming agent, 5-10 parts by weight of an expanding agent, 0.1-10 parts by weight of a curing accelerator, 0.2-20 parts by weight of a fluidizing agent and 1-20 parts by weight of a material separation reducing agent.
