PROBLEM TO BE SOLVED: To provide a situation judging device, a situation judging method, a situation judging program, an abnormality judging device, an abnormality judging method and an abnormality judging program, allowing easy judgment of a situation of a monitoring place and easy judgment of the degree of congestion.;SOLUTION: This situation judging device has: a local image rate-of-change calculating section 120 for calculating the rate of change with time of a luminance value in a local region of a captured image; and a situation judging section 170 for analyzing the histogram of the calculated rate of change with time to local regions and thereby judging the movement situation of people and/or the degree of congestion of people.
