A congestion estimating device comprises a move information generating section for calculating move information from an image sequence of an image creating section, a texture information generating section for generating image texture information, and a reference move information generating section for holding/updating reference move information used as a reference. The congestion judging device judges various situations of the respective regions according to similarity judgment made on the basis of presence/absence of a move and the texture, estimates the degree of congestion, and provides information on the index of congestion situation and on whether the situation is abnormal or not.
