PROBLEM TO BE SOLVED: To actualize totally highly efficient communications by avoiding useless traffics caused by congestion through real-time congestion control even if usage rate of a network increases.;SOLUTION: The servers 11, 12 extract information of wireless LAN access points (relaying apparatuses) 21 to 25 included in the receiving signals from clients 31 to 35, measure traffics of communication data of each relaying apparatus, and transmit the traffic data of the relaying apparatuses to the clients in addition to the transmitting data. The clients 31 to 35 acquire identification data of the relaying apparatuses used, extract the traffic amount information of the relaying apparatus included in the receiving data from the servers, and set a waiting time on the basis of the traffic data for communication after the waiting time.;COPYRIGHT: (C)2009,JPO&INPIT
