PROBLEM TO BE SOLVED: To provide a powder for decomposing an organic chlorine compound which has a high initial characteric in decomposing the organic chlorine compound contained in contaminated soil and water and is capable of maintaining the characteric, a decomposing agent for the organic chlorine compound using the powder for decomposing the organic chlorine compound, and to provide a method for an purifying contaminated soil and water using the decomposing agent for an organic chlorine compound.;SOLUTION: Provided are the powder for decomposing the organic chlorine compound characterized by comprising a core and a biodegradation substance covering at least a part of the surface of the core, wherein the core comprises a kind selected from iron particles, mixed particles including iron and copper salt, and alloy particles of iron and copper, and the decomposing agent for the organic chlorine compound using the powder for decomposing the organic chlorine compound.;COPYRIGHT: (C)2009,JPO&INPIT
