PROBLEM TO BE SOLVED: To improve image quality by adaptively changing a filter coefficient of an interpolation filter to be used for interhierarchy prediction in accordance with the local property of an image.;SOLUTION: In generating an interpolation signal as a prediction signal of a upper hierarchy from a lower hierarchy reference signal, a portion of signals already coded and decoded which is similar to a coding (decoding) target signal is extracted as a reference signal to be used for calculation of the filter coefficient. A filter coefficient adaptively changing depending on an input image is calculated by using the extracted reference signal. The calculated filter coefficient is applied for each block to execute coding/decoding processing.
