PROBLEM TO BE SOLVED: To provide a novel hierarchy encoding technology capable of enhancing efficiency, when an original signal is encoded hierarchically, while being divided into a basic hierarchy and an additional hierarchy.;SOLUTION: When a significant coefficient exists in a predictive residual signal (encoding object signal of basic hierarchy), exclusive OR of the encoding information of a quantized error signal (error signal between decoded signal and original signal of basic hierarchy) and the encoding information of the predictive residual signal is calculated as the encoding information of encoding object. When a significant coefficient does not exist in the predictive residual signal, encoding information of the quantized error signal is employed, as it is, as the encoding information of encoding object. The encoding information of encoding object and the quantized error signal are subjected to three-dimensional variable length encoding, when the significant coefficient exists in the predictive residual signal; otherwise the encoding information of encoding object is subjected to 1 bit fixed length encoding, and the quantized error signal is subjected to two-dimensional variable length encoding according to the conventional technology.;COPYRIGHT: (C)2005,JPO&NCIPI
