PPROBLEM TO BE SOLVED: To obtain a hair-fostering and growing agent exhibiting synergistic effects to heighten hair-fostering/growing effects. PSOLUTION: This hair-fostering and growing agent contains (A) proanthocyanidin and (B) an extract of aloe as active ingredients. The content of the proanthocyanidin as the component (A) is 0.01-10 mass%, and the content of the extract of the aloe as the component (B) expressed in terms of dried mass is 0.0001-0.1 mass%. The hair-fostering and growing agent preferably contains (C) an extract of Panax ginseng as an active ingredient besides them, and the content of the extract of the Panax ginseng as the component (C) expressed in terms of dried mass is preferably 0.0001-0.1 mass%.
