PPROBLEM TO BE SOLVED: To provide a portable measuring device which is small and light weight, can measure an insulation resistance or a resistance component leakage current without introducing an external voltage, and can be operated by one-touch at any site of insulated wires which are connected to single-phase low-voltage loads.
