PROBLEM TO BE SOLVED: To provide a surreptitious photography prevention system, a surreptitious photography detector, and a surreptitious photography prevention method for strictly measuring a photography prohibited area and preventing a surreptitious photography action in the photography prohibited area.;SOLUTION: A reference signal transmitter 101 periodically transmits a reference signal, a portable terminal 102 transmits a photography possibility signal after elapse of prescribed time after receiving the reference signal, and a signal receiver 103 receives the reference signal and the photography possibility signal. The reference signal transmitter 101 transmits information about reference signal transmission time and photography possibility signal reception time, and the signal receiver 103 transmits information about reference signal reception time and the photography possibility signal reception time to the surreptitious photography detector 104.
