PPROBLEM TO BE SOLVED: To provide a rice flour composition capable of producing conventional breads or confectioneries by a similar process to the conventional production process of the breads or confectioneries without requiring a specific device or treatment, using the rice flour obtained by conventional method for producing the flour and capable of producing the breads and confectioneries excellent in appearance, inside phase, eat taste and preservation property, dough and foods produced by using the composition and a method for producing the foods. PSOLUTION: This rice flour composition for the breads and confectioneries contains 100 pts. wt. cereal flour consisting of 80-85 pt. wt. rice flour, 20-15 pt. wt. gluten, and 1-30 pt. wt. maltose, wherein the rice flour is obtained by any of a milling by ramming, roll milling, milling by a stone grinder, milling by air flow crushing or milling by a high speed rotational blowing.
