PROBLEM TO BE SOLVED: To provide a traffic information creation method, a traffic information creation device and a navigation system which prevent speed reduction owing to a cause other than traffic congestion at a traffic light or the like to create accurate traffic information.;SOLUTION: The traffic information creation method detects a vehicle speed at a predetermined distance interval or a predetermined time interval and, if the vehicle speed faster than a prescribed vehicle speed is continuously detected over a predetermined distance, the traffic information creation method creates congestion degree information corresponding to the vehicle speed for each link.
