PPROBLEM TO BE SOLVED: To provide a program ranking apparatus for ranking programs, in matching with the preferences of the user with high accuracy from among programs accompanying program information. PSOLUTION: A viewing frequency calculating block 202 calculates viewing frequencies by each program, on the basis of a viewing history of the user. Further, a keyword extracting block 201, a preference-analyzing block 203, and a per-item preference suitability calculating block 205 are used to obtain the per-item preference suitability by each program, excluding program information of programs whose viewing frequencies exceed an optional threshold value. A program-ranking-reference learning block 204 for program ranking criteria analyzes the preference of the user, on the basis of program selection information for receiving the per-item preference suitability and viewing frequencies of viewed programs and programs broadcast at the same time and outputting a discrimination result that a viewed program is preferable to the user's preference so as to enhance the accuracy of program ranking criteria. A program selecting block 206 ranks programs and automatically selects the programs on the basis of the program ranking criteria, by receiving the per-item preference suitability of each program going to be broadcast in future and viewing frequencies of programs of the same program title.
