PROBLEM TO BE SOLVED: To provide a method for automatically establishing, operating, and maintaining channels in the international mobile telecommunications 2000. ;SOLUTION: A base station issues a BOOTP (Bootstrap protocol) to a base station controller (BSC) or a resource network controller (RNC) via an IPOA (IP-over-ATM) channel between the base station and the BSC/RNC. Then the base station acquires an IP address assigned to the base station on the basis of a response from the BSC/ RNC. Thus, an operating and maintaining channel is established between the base station and the BSC/RNC. The base station can automatically establish the maintaining channel by itself at start while avoiding contention of the IP address and a parallel start problem. Further, establishing the maintaining channel for the base station can simplify and relieve a workload. Thus, a program and data are automatically loaded to the base station and the base station can be efficiently configured at a low cost and maintained by a remote device (that is, a station operated and maintained by the base station) to realize excellent quality.
