PPROBLEM TO BE SOLVED: To prevent error correcting capability to be lowered by a burst error in a communication system using a correlation matrix in decoding. PSOLUTION: When an original codeword Y is transmitted from a transmitter 100 to a receiver 200, first, the original codeword Y is block-encoded with a predetermined encoding rate by an encoding machine 101 to produce a codeword X added with a redundant section. Thereafter, a rearranging circuit 102 rearranges the components of the codeword X so that the redundant section of the codeword X is dispersed at a plurality of portions within the codeword to transmit a codeword Xa after the rearrangement to the transmitter 200. The codeword Xa after the rearrangement is received at a receiving section 201 within the receiver 200. A operation section 202 decodes the original codeword Y by carrying out an operation between the codeword Xa that the receiving section 201 has received and has been rearranged and the correlation matrix whose row has been rearranged by using a rearrangement rule the same as that in the rearranging circuit 102.
