PROBLEM TO BE SOLVED: To obtain a solubility improver that makes it possible to thoroughly dissolve a powdery cement admixture in a cement slurry and can prevent the flocculation of particles of the powder and the formation of balls by successively surface-treating fine calcium carbonate powder with an organic compound having amino groups or quaternary ammoniurn groups and with an organic compound having an anionic group. ;SOLUTION: Water is added to calcium carbonate such as heavy calcium carbonate in such a way that the weight ratio of calcium carbonate to water ranges from 70:30 to 30:70, an amino-or quaternary ammonium-containing compound such as a diallylamine homopolymer is added by 0.01-5 pts.wt. based on 100 pts.wt. calcium carbonate and they are wet-comminuted. An anionic group-containing compound such as lauric acid is then added by 0.01-100 pts.wt. based on 100 pts. wt. calcium carbonate and drying is carried out. A powdery cement admixture and the surface-treated calcium carbonate are blended in a ratio of 99:1 to 30:70.
