PROBLEM TO BE SOLVED: To provide a method and an apparatus capable of accurately measuring moisture of tea leaves by using microwaves by efficiently sampling tea leaves, by setting tea leaves sampled in the tear leaf housing part of a water content measuring apparatus to a high density state on the way of sampling. ;SOLUTION: In a means for measuring the water content of tea leaves sampled in a tea leaf housing part 3 by forming a transmission path between a transmitter and a receiver of microwaves and positioning the same in the tea leaf housing part 3 of a sampling device, a microstrip line is adapted to the transmission path.
