A method and apparatus for updating records in a wireless communication device (200) using a refresh proactive command is disclosed. The method may include receiving (420) a refresh proactive command from a removable subscriber module (285) in the wireless communication device. The removable subscriber module can include a plurality of elementary files, at least one elementary file including a plurality of records. The refresh proactive command can include a tag length value object including a proactive command tag field and a record details field, the record details field including details about records in an elementary file that has been updated in the removable subscriber module. The details in the record details field can indicate selected records that have been updated in the elementary file. The method may also include performing (430) a read operation to update corresponding selected records in the wireless communication device based on the record details field, the corresponding selected records corresponding to the selected records that have been updated in the elementary file.
