A drill executive device with dynamical device consists of drill, rotary mechanism and exciter of torsional vibrations and torsional vibrohammer. The mechanism is made planetary with placement of eccentric masses on movable planetary wheels that are fixed on movable carrier. For provision of variable (pulsing) rate of rotation of carrier and planetary wheels with eccentric masses those are at two sides restricted with elastic elements as elastic clutch at input shaft and vibrohammer at output shaft of planetary mechanism.
