The device has a rotary scalpel comprising a rotating cylinder, tapered tip having helical grooving and triangular profile surface. A handgrip is provided, which has a start-up pushbutton and a nozzle connected to a lubricating circuit containing water. A hydraulic motor supported by bearings is provided to drive the rotary scalpel. A pneumatic cylinder equipped with position sensors and a speed regulator is provided on a suspension medium of rotating scalpel. A skin stretching medium is provided with a clip that is operated using a cylinder actuator.
