The present invention discloses a reverse charging (REV) service system, method and apparatus in a packet network. The system includes: at least one call session control unit; at least one charging processing module; a REV service control unit, configured to control a REV service, wherein the REV service control unit interacts with a call session control unit via Session Initiation Protocol (SIP) and interacts with a charging processing module. The system, method and apparatus provided by the present invention may implement the REV service in the packet telecommunication network; and further implement the REV service between a SIP terminal in a packet telecommunication network and a terminal in the conventional telecommunication network.
