One policy management method is used to effectively generate policy data in a policy-based management frame and its device and is arranged to reduce for repeatedly Changing Strategy data at the disagreeable of same type to transfer data to a policy client when a policy server shifts as PIB (policy information base). One policy repository (300) stores same policy data, is sent to a link policy client as PIB. One policy management module (110) is as PIB the policy data for the conversion that the policy data of generation is converted to same form and is stored in policy storage. Policy management module includes an event receptor (120), it receives the event that a policy is applied from a policy manager, one strategy generator (130), it generates policy data corresponding with the event that policy is applied, policy data is entered same type as PIB and stores the policy data of conversion to policy repository by one policy converter (140).
