The training scenario database(305) stores the set training scenarioes. The training history information storage unit(315) stores the education / training and evaluation result of all staffs. The user interface(320) delivers the training control command of the training pipe and training scenario to the controller(330). The communications interface part(325) receives the control signal of the staffs for controlling the imitation field. The comparison unit(350) receives the control signal of the staffs according to the state of the imitation field.
