One device, for being talked by extracting wired/radio telephone the teaching material of the multilingual of a people is produced in real time and be arranged to extract conversation content during the call in sound or image by using a selection button for educating user base and its method on material. One subscriber is registered by internet (302), makes a phone call to select the production of personal learning stuff about conversation content (102). One cost of use is calculated every 10 seconds (202). Conversation content is recorded at communication provider cutting (204,206). Record content is sent to an operator and cuts off (402), and content is produced in the learning stuff of multilingual, and material is stored (602). Subscriber learns an object language to his/her mobile phone (304) by downloaded material.
