A sound outputting apparatus listening to an external sound, a portable electronic device and a method for listening to the external sound are provided to prevent an accident by transmitting the external sound to a user while listening to an audio sound through an external sound sensor. An external sound sensor(10) senses an input external sound generated from the outside. A controller(20) receives the input external sound from the external sound sensor. The controller receives the input reproducing sound generated in a sound generating device, generates an output external sound and an output reproducing sound, and calculates the output ratio. An output unit(30) outputs the output external sound and the output reproducing sound generated by the controller according to the output ratio. If the size of the input external sound sensed by the external sound sensor is above the predetermined value, the controller generates the output external sound and the output reproducing sound.
