An apparatus and a method for synchronizing a time using an IRIG-B time code are provided to reduce a construction cost by performing time synchronization after analyzing time information from an IRIG-B time code. If a time signal is received from a GPS satellite, an IRIG-B interface part(210) receives an IRIG-B time signal from a GPS receiver. A time information analyzing part(220) stores an IRIG-B time code format, and analyzes and extracts time information for synchronizing a time from the received IRIG-B time signal. An analog-digital converting part(300) converts the extracted time information into a synchronization signal for synchronizing the time of a system. A time synchronization control part(230) receives the synchronization signal, and requests a time synchronization in a system in which the time synchronization is required. The time synchronization control part receives time synchronization allowing information by the requested information, and controls the time synchronization of the system. A communication part(240) transmits the information requested from the time synchronization control part to the system, and transmits the allowing information to the time synchronization control part.
