PURPOSE: A mobile phone number monitoring apparatus, a guidance service system and a method thereof are provided to transmit a message to only a person who needs it.;CONSTITUTION: A guidance service system includes a mobile phone number monitoring apparatus(100) and a service server(200). The mobile phone number monitoring apparatus monitors and analyzes a signal of an access channel transmitted to a base station from cellular phones(320) which exist within its coverage area to recognize phone numbers of the cellular phones.
