PURPOSE: A method for manufacturing a pseudo capacitor using a copper oxide nano belt is provided to supply high output energy by maximizing a surface area of the copper oxide by a low temperature oxide solution. CONSTITUTION: A copper foil(125) is prepared. The surface of the copper foil is activated and cleaned. A copper oxide nano belt is grown on the surface of the copper foil by contacting the surface of the copper foil with the oxide solution(115) at a low temperature below 100 degrees centigrade. The oxide solution is formed by mixing NaClO2 aqueous solution, Na3PO4 12H2O aqueous solution and NaOH aqueous solution with 1:1:1. The copper foil with the copper oxide nano belt is used as the electrode of the capacitor.
