A roaming area local service providing system, an overseas roaming terminal, an oversea roaming contents server, and a roaming area local service offer method are provided to periodically update local information in the terminal of the oversea roaming outbound user at the location registration by using the server of the home network. A gateway location register(135) is positioned in home network. The location registration message is received from a terminal of an oversea roaming user through the visited network. The national information and caller identifier of the oversea roaming user are extracted from a location registration message. An oversea roaming contents server is positioned in the home network. The local information which the country corresponds with the contents URL information is stored. The relative nation contents URL information and the caller identifier corresponding to the national information are transmitted in a short message service center.
