The wheel (1) has a pendulum holding pin (3) arranged in a pendulum radius area, and balance points of a set of pendulums lie on a wheel axle. The quadrants are arranged at the right of the wheel axle with active pendulum groups (5, 6). The pendulum groups are provided on a left side of the wheel axle, and a force outlet and load or generator are located on the wheel axle.
