The wheel set has a concentric steel wheel arranged at inner and outer axle edges, and a rubber-tired wheel located on axles eccentric to an axle region that is provided between the steel wheel and the rubber-tired wheel. The axles are firmly connected with a hydraulic cylinder (1) over a knuckle linkage and rotated up to a limited range of about 120 degree. A computer-controlled hydraulic part and sensors perform alternative load determination for the steel wheel and the rubber-tired wheel by rotating the axles and the rubber-tired wheel.
