The system has two levels with respective support elements e.g. support blocks (4), and substructure elements e.g. trapezoidal sheet elements (5). A third level has safety elements with retaining elements (7) coupled with photovoltaic elements. The support elements are arranged on a support surface of a building roof. A longitudinal axis (A-A) of the substructure elements forms an angle with a longitudinal axis (B-B) of the support elements. The safety elements form a grid pattern with the structure elements. The support and structure elements are made of metal, metal alloy, plastic or wood.
