The arrangement has a plastic hollow rod (1) with a length corresponding to a thickness of a thermal insulation layer (8) and an axial flow through opening, which has larger size than an external diameter of an anchor bolt (11). An attachment unit attaches an object on the anchor bolt with the hollow rod that is attached on the anchor bolt. A washer (12) i.e. large diameter washer, is provided at a front side (3) of the hollow rod, where a diameter of the washer is larger than an external diameter of the hollow rod. The hollow rod is formed from weather and pressure resistant plastic.
