The method involves supplying a thermally expandable capsule with a cladding wall made of thermoplastic resin e.g. polyester resin, to a front side or a back side of a mat (10b), which has a reinforcement fiber e.g. vegetable fiber and inorganic fiber, and a thermoplastic resin fiber. The mat is subjected to an oscillation from the other side of the mat, while a surface side of the mat is pressed, to distribute the capsule to the other side of the mat. The thermoplastic resin fiber representing the mat is melted, and the capsule distributed in the mat is heated up for expansion.
