The device has an electronic center (1) e.g. computer, equipped with a radio frequency receiver, digital chronometer and electric output (4) e.g. telephony modem. A portable radio frequency transmitter (6) is carried by a person when the person moves away from a dwelling. A movement detector (8) e.g. piezoelectric sensor, is connected to the center. The center detects the presence of the transmitter in the dwelling when the transmitter is located near the center. The center stores the abnormal inactivity when the person is not passed near the detector for a preset duration.
