The device has a body (11) carrying a handling unit of jaws separably connected with a remote control unit, to move the jaws between stable open and closed positions. A scraping blade is mounted for rotating with the body and the jaws. A structure (110) carries a jaw driving part (15b) separably engaged with another part in engaged position for rotating the jaws. Rolling units (19) are mounted in inner surfaces of the jaws and spaced from the blade to roll the jaws around an outer surface (1a1) of a plastic tube (1) i.e. polyethylene tube, in the closed position.
