PPROBLEM TO BE SOLVED: To provide a motion vector interpolating method for reducing occurrence of considerable image quality deterioration. PSOLUTION: A motion vector interpolating method includes: a detection step for detecting a motion vector in the unit of a block; a determination step for determining whether or not the absolute value of the detected motion vector of the block is smaller than a predetermined value; a selection step for selecting an interpolation coefficient that becomes a coefficient of the motion vector in the unit of a pixel for interpolating the block on the basis of the result of the determination; and an interpolation step for generating a motion vector in the unit of a pixel for interpolating the block while using the selected interpolation coefficient. When it is determined in the determination step that the absolute value of the motion vector in the block or in a block proximate to the block is smaller than the predetermined value, in the selection step, an interpolation coefficient is selected which is weighted to include a smaller interpolation coefficient as compared with the case where it is determined that the absolute value of the motion vector in the block or in the proximate block is greater than the predetermined value.
