PROBLEM TO BE SOLVED: To flexibly allocate staff members by considering various situations, under which the staff members are put when an emergency happens, and the transition of the situations.;SOLUTION: A system 10 for allocating staff members when an emergency happens comprises a management server 100 which is provided with; a responsive-or-unresponsive confirming means 110 which receives reply data from portable terminals and sets responsiveness flags to a responsive-person database for responsive staff members; an allocation means 111 which correlates data on planned actions with the information on the staff members to which the responsiveness flags are set to generate allocation tables for each action, and deletes the responsiveness flags for the staff members who are correlated with the planned actions; a situation-updating means 112 which deletes information, in the allocation tables for each action, for the staff members which has made emergency-unresponsive reply data, the reply data being newly received from the portable terminals 200, and sets the responsiveness flags to the responsive staff members; and a re-allocation means 113 which detects that the number of the staff members, who are correlated with the planned actions, does not reach the number of necessary staff members and correlates, in the allocation tables for each action, the information on the staff members, to whom the responsiveness flags are set, with the data on the planned actions.;COPYRIGHT: (C)2010,JPO&INPIT
