PPROBLEM TO BE SOLVED: To obtain a variable irradiation angle illuminating device capable of radiating light with high condensing degree in a telephoto state while reducing irregular light distribution on a side to be irradiated in a wide state. PSOLUTION: The variable irradiation angle illuminating device includes a flash light emitting part 2 comprising a light emitting part having shape long in a first direction, a reflector 1, and a light control means 3 changing diffusion characteristic of incident luminous flux and emitting the luminous flux, and changes an irradiation angle by changing a relative position in an irradiation direction between the flash light emitting part and the light control means. The illuminating device includes, on one surface of the light control means: a first light control part 4 where a center area in the first direction achieves diffusing action in a second direction orthogonal to the first direction; and a second light control part 5 comprising a Fresnel lens where both ends in the first direction of the first light control part have light condensing property in a center direction. Meanwhile, the illuminating device includes, on the other surface of the light control means: a diffusion control part 6 which achieves diffusing action in the second direction in the center area; a third light control part which achieves light condensing action in the first direction at both ends in the first direction of the diffusion control part; and a fourth light control part 8 which achieves light condensing action in the second direction at both ends in the second direction of the diffusion control part.
