PROBLEM TO BE SOLVED: To provide a cell for measuring the number of bacteria with enhanced convenience, a method for producing the cell, and an apparatus for measuring the number of bacteria using the cell.;SOLUTION: The cell includes a bottomed tubular case 6 whose upper surface is opened, a first membrane 9 partitioning the case 6 into a lower measurement space 7 and an upper liquid-housing space 8, and a second membrane 10 covering the liquid-housing space 8 of the case 6. A measurement electrode 3 is provided in the measurement space 7, and a purified water 11 is provided in the liquid-housing space 8.
