PROBLEM TO BE SOLVED: To distribute and guide persons in a facility to each emergency exit upon starting evacuation.;SOLUTION: A number of mobile phone confirmation part 13 is configured to confirm the number of mobile phones existing in individual areas 51 and 52 corresponding to base stations 21 and 22 installed on a floor 50 based on notifications from the base stations for every group of mobile phones whose connection server provision sources are the same, and an emergency exit determination part 14 determines an emergency exit for use in evacuation guidance every mobile phone group of each area based on the number of mobile phones and emergency exit capacity information, and an emergency exit notification part 15 notifies each mobile phone of the emergency exit as the destination of evaluation corresponding to the mobile phone group through the base station of each area.;COPYRIGHT: (C)2010,JPO&INPIT
