PROBLEM TO BE SOLVED: To charge and summarize a call charge for placing a telephone call from a speech terminal to a specified connection destination to an entity, and to prevent the leakage of information such as a telephone number from the speech terminal.;SOLUTION: Speech communication between a connection origin terminal and a connection destination terminal is relayed by a repeater 11. The repeater 11 includes a data transmission/reception part 15 for making data communicate with management servers 21 and 26, a line connection part for establishing a first line of contact, establishing a second line of contact and connecting the first and second lines of contact, and a call control part for controlling the line connection part. The data transmission/reception part receives a relay request which is transmitted from the management server through a data communication line and includes information specifying the connection origin terminal and information specifying the connection destination terminal, and the call control part establishes the first line of contact with the connection origin terminal and the second line of contact with the connection destination terminal through the line connection part in response to the relay request, connects the lines of contact and makes speech communication between a connection origin and a connection destination possible.
