PROBLEM TO BE SOLVED: To provide communication equipment for achieving priority control of an incoming direction and an ongoing direction by autonomous control of a mobile station.;SOLUTION: The communication equipment includes: a data transmission control part 21 for outputting a packet to be transmitted; a shaping part 22 for shaping the packet; a packet transmitting part 23 for transmitting the shaped packet to an external system; and a packet loss determining part 24 for estimating an RTT (Round Trip Time) to the external system on the basis of response from the external system, calculating the number of the entire packet losses from the RTT, subtracting the number of discarded packets notified by a data transmission control part 21 from the number of the entire packet losses to calculate the number of lost packets that lost in a radio section, determining whether a congestion occurs on the basis of the number of missing packets, and instructing the shaping part 22 to increase or decrease transmission bands.;COPYRIGHT: (C)2010,JPO&INPIT
