The fixed form 2 is arranged in such a manner as to correspond to the slope of the bank-like embankment body 15 formed on the top of the slope, and the levee crown surface. The movable form 3 bites into the filling material 8 so as to be moved toward the side of the fixed form 2 by the driving means 4.
