Controlling the quality of compacted fill using dry density and water content can be difficultfor the following reasons. Firstly,some soils are highly variable,with rapid and random changes in optimumwater content and maximum dry density. Secondly,some soils do not show peak dry density and optimum watercontent. Thirdly,some soils are highly sensitive and conventional compaction control may be inappropriate. Theabove observations are particularly true of residual soils,whose formation processes produce quite differentproperties from sedimentary soils. An alternative compaction control method is presented,making use of shearstrength and air voids in place of water content and dry density. By using these parameters,variations in soilproperties are taken account of,and the same specification applies regardless of these variations.
