PPROBLEM TO BE SOLVED: To solve the problem wherein an accurate obtaining of situations becomes difficult by thin-out processing of images performed when transmitting the images takes time in a remote image monitoring system for transmitting recorded images. In the thin-out transmission system, the thin-out is performed according to transmission delay. The surveillance camera device 2 generates delay prediction information in the transmission of stored images for transmitting to the monitoring center 6, based on transmission delay in a public communication network 4 by the transmission of a current image after fault detection.
